My EDH Verdict
From an EDH perspective, I do not think Rhystic Study should be banned.
My position is simple: pay the 1 when it matters, run more interaction, play Rhystic Study yourself, or, if your own group truly hates the card, agree not to use it locally.
Commander does not need a format-wide ban for every card that frustrates some tables. Sometimes the better solution is to let individual playgroups decide what kind of games they want to have.
