Ishai
A herald whose authority came from another voice
Ishai earned unusual independence through long service to Ojutai. Speaking for the dragon gave her authority, but not a promise of affection.
Profile
Why Ishai matters
Ishai attended Ojutai personally. Long service gave her unusual independence and influence.
She expected the clan to receive her words as his commands. The dragon's lack of attachment to heralds made that delegated power different from personal security.
